Robinhood wins Dubai DFSA license, plans 2027 Middle East launch

Robinhood has cleared a regulator to operate in Dubai, but its products will not reach customers in the Middle East until 2027, a year after rivals Kraken and Bybit won their own approvals.

Robinhood won authorization from the Dubai Financial Services Authority to run a retail investing platform from the city's financial center, the company said on October 22. It covers crypto and stocks. Customers will not get access until 2027.

The approval sits on the DFSA public register under the entity Robinhood MENA Limited, listed with reference F012264 and a license dated July 20, 2026. Robinhood made it public three months later, naming the Dubai International Financial Centre as its regional base.

What the Dubai license actually covers

Here is the part that trips people up. Robinhood is regulated by the DFSA, the body that oversees firms inside the DIFC, a walled-off financial zone with its own rulebook. Most crypto businesses in Dubai answer instead to the Virtual Assets Regulatory Authority, or VARA. That is the key difference. A DFSA authorization and a VARA license are not the same permission, and they come from different regulators. Readers checking whether Bitcoin is legal in the UAE will find the two regimes sit side by side.

On paper the authorization spans all 10 asset classes the DFSA permits, including equities, exchange-traded funds, investment tokens and crypto, with custody of client assets. The public register tells a narrower story. It lists arranging permissions, which suggests some trading and custody may run through other parts of the group rather than the MENA unit directly. Robinhood has not published the full list of services the Dubai entity will offer when it opens. For more on the regulator most crypto firms deal with, see our explainer on what VARA is.

Vlad Tenev framed the move in large terms. "The DIFC is one of the world's most important financial hubs," said Tenev, Robinhood's chairman and chief executive officer. Salah Kaddoura, the senior executive officer and president of Robinhood MENA, put the pitch plainly. "The demand for modern, accessible financial tools across this region is immense," he said.

Rivals already cleared the gate

Robinhood arrives late. Kraken won full approval from VARA on October 12 and plans to switch on trading within weeks, including tokenized stocks under its xStocks brand. Bybit added a VARA spot trading license on October 22, the same day Robinhood went public with its DFSA news. Both can serve Dubai customers before Robinhood opens a single account.

The DIFC is busy too. It hosted 72 brokers at last count, up from 49 in 2022, according to DFSA data. eToro, Interactive Brokers and the local app Baraka already reach UAE investors. Robinhood is betting its app and its brand travel well. A 2027 timeline gives those competitors a full year to sign up the customers it wants.

What the launch looks like is still blank. Robinhood has not given an exact 2027 date, named the tokens it will support, or said who can open an account first. For now the authorization is permission to build, not a product anyone in the UAE can use.

What to watch

Watch for a firm launch date and a published list of supported assets. The open question is whether Robinhood stays inside the DFSA perimeter or also seeks a VARA license to reach the wider Dubai retail market outside the DIFC. Watch the fee model too. Robinhood built its US business on zero-commission trading, and whether it carries that pricing into a region full of established brokers will decide if the late start costs it.

Frequently asked

Did Robinhood get a VARA license in Dubai?

No. Robinhood won authorization from the Dubai Financial Services Authority, the regulator for firms inside the Dubai International Financial Centre. That is separate from the Virtual Assets Regulatory Authority, or VARA, which oversees most crypto businesses in Dubai. Rivals Kraken and Bybit hold VARA approvals. Robinhood's sits with the DFSA instead.

When can people in the UAE use Robinhood?

Not yet, and not soon. Robinhood says it will launch its retail platform in the region in 2027 but has not given an exact date. The company has also not named which cryptocurrencies or stocks it will support, or who can open an account first. Nothing is live today.

What can Robinhood offer under the DFSA license?

Robinhood says the authorization covers all 10 asset classes the DFSA permits, including stocks, exchange-traded funds, investment tokens and crypto, plus custody of client assets. The public register lists narrower arranging permissions, so some services may run through other group entities. The final day-one lineup has not been published.
